We need to make the Glossary have Note status.

Topic: String-Meta, Localizable Manifests, Specdev
I created a PR against string-meta with WebIDL for all of the constructs. In doing so, I noticed that we repeat the info in Localizable Manifests and need to update it. We also have good information about "common approaches" to localization in that document that should be generally published. Let's discuss.
