Having spent the last meeting discussing it with PLH, let's decide what to do about it. The i18n-glossary is a NOTE. This causes problems when referencing it in normative specs. We suggested making this okay, but there has been push back.

Topic: Specdev changes related to TAG design-principles

We've been working with TAG to align the guidance in our document vs. design-principles. Addison had an action to propose text. Let's review the PR.
