Fate of the Windows AT Driver Server

Maintaining the Windows AT Driver Server along with the macOS AT Driver server represents a non-negligible amount of effort. We should align on the reasons to continue to make that effort or else agree to drop it.

AT Driver patch for "activate element" user intent
