Suppose you have unpacked the zip file at C:\, you can run Service at Command-line mode (parsing only, useful for checking the syntax of pis-service files) by:
java -classpath c:\PICS\classes\;c:\java\lib\classes.zip W3C.PICS.Service foo.rat
To Run at Window Mode:
java -classpath c:\PICS\classes\;c:\java\lib\classes.zip W3C.PICS.PICSWindow
